need the ability to add query and indexing service to a node

Expected behavior:
The question of where cluster services run is flexible in both development and deployment environments.

Observed behavior:
When setting up a new single node cluster, the "wizard" is the only time a user can add query and indexing services. These are not selected by default and if the developer doesn't know to select them, the query service seems to be broken.
