Description
Customer reports this problem in 3.0.3 and I reproduce in 3.0.3 and 3.1.
The command

couchbase-cli - setting-alert -c 127.0.0.1:8091 -u Administrator -p <pwd> --email-port=255

fails with
"
ERROR: unable to set alert settings (400) Bad Request

"
The command

couchbase-cli - setting-alert -c 127.0.0.1:8091 -u Administrator -p <pwd> --email-password=testPWD

returns success but is not changed if one checks alert settings via the

curl -i -u Administrator:<pwd> 127.0.0.1:8091/settings/alerts

REST command.
This problem has been previously reported in CBSE-1543 and worked in MB-12851 and was closed as fixed in 3.0.2, but I find the problem to be reproducible in both 3.0.3 and 3.1.
Note that customer says that the "--email-port" argument similarly returns "success" but is actually not changed; I cannot even get that command to work.
