Pad time fractions in logging for indexer and projector

    Description

      As specified in MB-14161 timestamps should be padded with zeros. Unfortunately it is not and therefore the user is force to guess if that is 4 tenths or hundredths or thousandth of a second:

      • Indexer: 

        2016-04-05T13:23:05.4+01:00 [Info] Refreshing indexer list due to cluster changes or auto refresh.

      • Projector: 

        2016-04-05T13:22:26.13+01:00 [Info] amd64 darwin; cpus: 8; GOMAXPROCS: 8; version: go1.5.2
