Disabling TLS 1.1 on 11207 is lost after a CB server restart

    Description

      Doing:
      curl -X POST -u Administrator:couchbase 'http://10.17.1.64:8091/diag/eval' -d "ns_config:set(ssl_minimum_protocol, 'tlsv1.2')"

      takes effect on most ports immediately but after a CB server restart the setting on port 11207.

      I will reassign once I have logs for this.
