[CX] Aggressive DCP Retries are filling up the cc.log

1.I had a running instance of cbas and couchbase on which queries were working fine.
2. Ran a new test which does following:
3. Create new buckets on couchbase server.
4. Create new buckets on cbas server.
5. Create new shadow dataset on cbas buckets.
6. connect the cbas buckets.
7.Got some incorrect results from queries on cbas, hence thought of restarting cbas cluster.
8. On shutting down cluster, I still see following processes running:
jps
4144 CCDriver
5884 Jps
4142 NCService
4143 NCService

Command used:
curl -v -data http://localhost:8095/analytics/shutdown
