Rebalance was very slow and ended on a weired state

Created an attachment (id=761)
logs and screenshots

Had a 2 physical node cluster under load (10.2.1.53, 10.2.1.54)
1 default bucket 1G quota.
Remove the second node (10.2.1.54)
Rebalance seems to get stuck at 6% for a while.
Stopped the load.
Rebalance continued, the node was removed, and the existing node remains on 99.8% rebalance complete (one node left on the server screen - see attached screen shot).
