Rebalancing hung at 99.4% lost data items

Rebalance now says that it finished in the log.

the UI still says it is at 99.4% and the "stop rebalancing"

steps:
new install on node 10.1.5.71
start memcachetest -h 10.1.5.71 -i 50000 -M 500 -F -l -t16
add server: 10.1.5.72
rebalance (worked)
add server 10.1.5.73
rebalance (worked)
remover server 10.1.5.72
rebalance (see the hang here...diags attached from this point in time)
