Windows Installation Requirement

We have a new Windows Installer (msi) in Spock.  It expects Windows is updated for the installation to work. 

Please add the info to the document.

• On Windows earlier than 10 or Server 2016, Windows Updates need to be applied to ensure the universal CRT is installed.
• Other versions of Windows : https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows

There is also the issue that we require Administrator privileges to install; however, on most Windows systems, "Run as Administrator" isn't available in the context menu for MSIs.
