Improvement for expression handling for index span generation

Continue work from MB-25756. After we've classified the where clause into individual filters, have the ability for index span generation to use individual filters instead of an expression containing all filters. This will aid ANSI JOIN implementation since for ANSI JOIN we may have join filters as part of index spans and we need the ability to differentiate join filters from table filters in order to properly generate the index spans.
