Add query whitelist for curl to ns server config

    Description

      Right now the curl_whitelist.json is a file that is expected in ../var/lib/couchbase/n1qlcerts directory. 

      With the addition of http://localhost:9000/settings/querySettings we can use metakv to set the curl_whitelist object that has the following structure - 

      { "all_access":true/false, "allowed_urls":[], "disallowed_urls":[] }
