Use RegisterTLSRefreshCallback API in query to reinitialize https server

The query service now relies on the admin/ssl_cert REST API to reinitialize the https server whenever the SSL certificates are refreshed. There is also a need to reinitialize the https server whenever the client certificate authentication setting is changed by the user at the ns_server level.

cbauth's RegisterTLSRefreshCallback API has been chosen as the way to intimate the dependent services about the change in SSL certificates and client cert auth. This MB is to track the changes needed in query service to use this API.
