cbimport csv should handle fields in quotes

    Description

      Problem

      A number of tools will enclose fields in quotes in csv files.
      cbimport fails on these files with the following error:

      CSV import failed: line 1, column 1: bare " in non-quoted-field

      Steps to reproduce

      cbimport csv -c localhost -u test -p password -b test -d file://Downloads/invoices.csv -g %id%  -v

      Expectation

      cbimport to be able to import data where the fields in the CVS are enclosed in quotes.
