remove pre 4.0 stuff from UI code

    Description

      When Vulcan is released, 3.x will have reached "end-of-support" so mixed clusters with pre 4.0 won't be possible.

      UI should cleanup all pre 4.0 related stuff from the code.

      In particular goxdcrEnabled flag will be removed from /pools/default so UI should stop using that flag and assume that goxdcr is always enabled.
