Remove Erlang XDCR and the SSL Proxy from ns_server

    Description

      When Vulcan is released, 3.x will have reached "end-of-support" and as such we will not be supporting or testing:

      1. direct upgrade from 3.x to Vulcan
      2. XDCR between Vulcan and 3.x clusters.

      This means that the Erlang XDCR code, XDCR migration (from Erlang XDCR to Go XDCR) and the SSL proxy are all no longer needed and should be removed.
