[CX] Connect and Disconnect bucket statements don't timeout

    Description

      A timed out (based on the statement timeout) CONNECT or DISCONNECT job should abort/cancel the job.
      If job cancellation for any job (not just CONNECT or DISCONNECT) is not complete within a different timeout that CC should be halted.
