XDCR data compression default setting to be ON

Details

    Description

      As discussed, please change the default XDCR data compression setting to "ON" whenever both source and target clusters are 5.5 and above.
      If the incoming data from KV in the DCP is compressed, XDCR will replicate it compressed ( default ON) unless a user explicitly opts out.
      If the incoming data from KV is uncompressed, XDCR will notify the DCP to compress since the default is ON.

      Impact on upgrade testing : when clusters are upgraded from pre Vulcan to Vulcan, default should be ON.
