Observed slowness in doc timer creation

    Description

      Build 5.5.0-2497

      Observed that doc timer creation is slower in this build compared to build 5.5.0-2471.
      Due to this timer tests for weekly build show incorrect results as timer creation and timer execution are overlapped. For now I am increasing timeout to workaround the issue.
      One more observation is now doc timers with same memory quota goes into deeper DGM.
