Rename Clear Artifacts to Clear Timers

As per the discussion, the checkpoint information stored in the metadata bucket will be transparent to the user and will be managed by the Eventing Service during any of the lifecycle processes. This means that only 'Timers' are the artifacts now, and hence, we can rename artifacts to 'Timers' for better readability.
