Allow services to be added/removed to/from an already initialized node

    Description

      Currently, the only way a service can be enabled on an already initialized node is to first remove it from the cluster and enabling the required service while adding the node back. This ticket tracks the effort needed to enable adding/removing services on an already initialized node.
