    Description

      A typical use case when creating multiple indexes is to create the index definitions and (currently) add the defer_build clause to the statement. Then, once all indexes have been created, the user can run BUILD INDEX and name all the indexes at once. This is also the case when restoring from backup:  the indexes are restored in a pending state (i.e. unbuilt) and need to be built.

      1. It would be helpful to give users the ability, when creating indexes through the UI, to defer the build as an alternative action (rather than using the "Execute" button for instance, have a "Create but don't build" sort of button).
      2. Users should also have the ability to initiate index building at an individual index level
      3. Users should also have the ability to initiate index building at a batch level
      4. The state of an index (pending, build %) should be clearly indicated (by labeling but also perhaps by sorting the list of indexes to display pending states at the top)
