Upgrade to Clang 9 for Asan / TSan / UBSan

    Description

      Now we have Clang 9 available on the CV machines, we should investigate if the versions of ASan / TSan / UBSan bundled with Clang 9 spot any additional bugs compared to the bundled versions in our current GCC (7.3).

      If they /do/ spot any new issues suggest we flip the affected sanitiser build(s) to using Clang instead of GCC.
