couchbase-cli setting-ldap should move the user managing funcionality to user-manage

    Description

      At the moment the settings-ldap command enables and disables sasl auth and at the same time allows creating and giving user roles, and setting default roles for users.

      It would be good if the ldap command was only used to enable and configure ldap and left the user-management part to the user-manage command.
