Windows file system "case insensitivity" causes issues with bucket naming

    Description

      Because Windows file systems are case insensitive, a bucket named "Keys" and a bucket named "keys" uses the same database file which wreaks havoc in the system.

      Even though it's only Windows right now, we should enforce case "insensitivity" on our bucket names.
