Ensure quality of service for incremental traffic during initial build

    Description

      Initial build mutation traffic can consume disproportionate amount of CPU/memory/disk io causing significant slowdown in serving the incremental traffic/scans. This slowdown would adversely affect the scan latencies of bounded queries.
