Description
Ideally the index partition-node assignments ought to result in the same pattern across rebalance operations.
Looks like in certain cases, the partition - node assignment layout changes from the older plan layout created. Such asymmetric plans would result in index partition rebuilds inadvertently during cluster rebalance operations.
