      (using cheshire-cat repo sync from this morning, ns_server sha c7dff8a65)

      1. Create bucket / scope / collection
      2. Create scope_reader with data_dcp_reader on scope
      3. Create collection_reader with data_dcp_reader on collection
      4. Observe both scope_reader & collection_reader get 200 OK when checking cluster.bucket[my_bucket].data.dcp!read permission
