Failing over unreachable nodes in cluster is causing the cluster to crash

Details

    Description

      Infra setup -
      4 vagrant machines with couchbase server installed.

      Cluster setup -
      node1 - kv,n1ql
      node2- kv
      node3 - cbas
      node4 - cbas

      Steps to reproduce -
      1) Shutdown node2 and node4, thus making them unreachable.
      2) Try performing failover for nodes 2 and 4.
      3) Cluster crash is seen.
