    Description

      Build: 7.0.0-4495

      Many nodes in the cluster become unreachable, then we try to failover nodes but it failed with config_sync_failed. Hence we hit a deadlock where we can't remove unresponsive nodes and due to this bucket are not responding. Ideally, we should be able to failover nodes without any issue.

      Nodes are not responsive : 172.23.104.245,172.23.105.86(KV), 172.23.106.70(index)
