Handle errors in shutdownVbuckets code path

    Description

      Currently, indexer's shutdownVbuckets call is a best effort call at projector. If there are any errors during this call, it is possible that the vb streams might not shutdown and the subsequent restart calls may not take effect as projector thinks nothing is wrong with the VB. This can lead to restart happening for ever.

      It would be good to handle all errors in shutdownVbuckets code path to prevent restart loop running for ever
