    Description

      What's the issue?
      Query currently doesn't expose any endpoints/functionality which allow asking whether it has seen a given manifest uid; internally this is extremely useful for tools such as 'cbimport'.

      What's the fix?
      Query should expose an endpoint similar to ns_servers existing @ensureManifest endpoint (or integrate with the existing endpoint).
