Space leak in menelaus_web_cache from streaming bucket info payloads

    Description

      As part of fixing MB-45822 we added caching of streaming bucket payloads (http://review.couchbase.org/c/ns_server/+/151912). The cached values are indexed by the bucket name. But those values are never deleted from the cache, even when the corresponding buckets are deleted.
