Allow tuning of NonIO and AuxIO thread pool sizes

    Description

      The executor pool contains AUX IO and Non IO thread pools which should be tunable just like the reader and writer pools (currently it is possible via cbepctl, but that would leave "incorrect" versions for thos pool sizes in the configuraiton of the other buckets on the same node).
