Blocker Description
To reproduce:
- Start a cluster_run node with Data Service only.
- Use the UI or REST API to load a sample bucket.
- The sample bucket isn't loaded and some errors are shown in the logs.
Loading sample bucket beer-sample failed. Samples loader exited with status 2.
