Add cv test to protect against breaking the loading of sample buckets

    Description

      There are have been two separate occasions where the loading of sample buckets has been broken.

      See MB-48026 and MB-48546

      This has a major impact on other teams. Therefore we should add pre-commit validation to ensure this functionality is not broken.
