Add details of Index movement to existing Rebalance report

This is an extension of the Smart Batching Index Builds During Rebalance feature MB-33546 requested by Deepkaran Salooja:

• GSI generate details of the transfer token publishing behavior during Smart Batching that includes info on whether tokens are for user-deferred index builds, replica repairs, or normal, whether any tokens in each incremental batch per node are for partitions of the same index or part of different indexes in the same collection so they would share DCP streams.
• ns_server integrate this info into the existing Rebalance report.

A primary motivation of this information is so that customers/support/QE can get better visibility into the index movements/repairs done during an index rebalance.
