[BP 7.0.2 MB-47993] - Add version check to enable plasma indexes on Ephemeral buckets from 7.0.2

    Description

      Currently we dont check if user is creating Plasma indexes on Ephemeral buckets in Mixed mode cluster. In this case the few indexers might behave differently and index might end up in bad state.

      Add the version check for the same.
