[CBBS] Failed to create node file due to missing endpoint

    Description

      What's the issue?
      When creating a node file in S3 for an already active repository (which is on a local filesystem) I'm seeing the following error:

      2021-10-25T14:31:15.835-07:00 ERROR (Janitor) Location check failed to create node file {"err": "could not create node file due to a cloud error: MissingEndpoint: 'Endpoint' configuration is required for this service"}

      I'm not sure as to the cause just yet, but from a glance at the SDK this error should only be returned (in our case) by the EC2 metadata service (which we don't disable).
