    Description

      Investigate and plan upgrade of tooling so that that we can start using C++20

      Compilers needed:

      MSVC: 19.29 Included in Visual Studio 2019 version 16.10 (https://docs.microsoft.com/en-us/cpp/error-messages/compiler-warnings/compiler-warnings-by-compiler-version?view=msvc-170)
      Apple Clang:12.0.0

      GCC: 10 (Maybe 11 for more complete implementations) Latest version is 11.2 so might be worth upgrading to that too.
