    Description

      What is the issue?
After a cluster is set up the error from MB-50749 changes to:

      [vagrant@node1-cb702-centos7 cb-non-package-installer-master]$ ./cb-non-package-installer --upgrade --install-location ./cb-install --package ./packages/couchbase-server-enterprise-7.1.0-centos7.x86_64.rpm
      cp: omitting directory ‘/home/vagrant/cb-non-package-installer-master/couchbase-server-backup-config/config/chronicle’
2022/02/02T15:45:31 ERROR: Problem restoring old config

      [03.02.2022]
Failing to reproduce this, upgrade seems to work fine from 6.6.5 to 7.1.0 (latest Neo dev build).

      [04.02.2022]
Managed to reproduce it on two CentOS 7 vagrant machines. Steps to reproduce:
      1. Install 7.0.3 (7.0.3-7031) package
      2. Start the Couchbase server with

      ./cb-install/opt/couchbase/bin/couchbase-server --start

      3. Wait for 5 seconds
      4. Stop the Couchbase server with

      ./cb-install/opt/couchbase/bin/couchbase-server --stop

      5. Try to upgrade to 7.1.0 (using the latest dev Neo package)
