What is the issue?
After a cluster is set up the error from MB-50749 changes to:

Failing to reproduce this, upgrade seems to work fine from 6.6.5 to 7.1.0 (latest Neo dev build).

Managed to reproduce it on two CentOS 7 vagrant machines. Steps to reproduce:
1. Install 7.0.3 (7.0.3-7031) package
2. Start the Couchbase server with
./cb-install/opt/couchbase/bin/couchbase-server --start
|
3. Wait for 5 seconds
4. Stop the Couchbase server with
./cb-install/opt/couchbase/bin/couchbase-server --stop
|
5. Try to upgrade to 7.1.0 (using the latest dev Neo package)
