[CBM] Correctly handle backing up PiTR related bucket settings

    Description

      What's the issue?
      We need to extend out bucket settings data structure (and it's accompanying utility functions) to handle encoding/decoding PiTR settings so that users can create/edit buckets using the settings which we have backed up.

      What's the fix?
      Add PiTR related settings to the 'BucketSettings' data structure.
