Rebalance hangs for min quota and max collection configuration.

    Description

      Repro:

      • provision 3 nodes cluster on GCP with 7.1.3
      • create bucket1
      • import travel-sample
      • Run create scope/collections and in parallel perform dp-agent update from hash:0fc123be to hash:c88f12ab
      • stop create scope/collection
      • update node config to trigger a scaling operation

      Rebalance during scaling hangs:

       

      stopped the rebalance but resume still hangs:

       

      then stop rebalance and drop bucket1 ... rebalance/scaled then complete successfully for all 3 nodes.
