Support arbiter/witness-style deployments of Couchbase Server across 3 server groups

    Description

      There are quite a number of cases where it's desirable to run the following configuration of Couchbase Server:

      • Server Group 1
        • Some combination of KV, Indexing, Query, etc nodes
      • Server Group 2
        • Some combination of KV, Indexing, Query, etc nodes
      • Server Group 3
        • Single modestly provisioned node running a service that's not actually needed for the deployment

      The idea is that if server group 1 or 2 fails, the combination of the surviving server group plus the node in server group 3 constitute a majority in the cluster and allows the failover of the entire down server group.

      With the completion of the work required for this ticket:

      • MB-55577: Stand up node without any services

      Explicit support for deployment of this kind of configuration becomes more desirable.
