Hard limit of number of buckets based on CPU resources

Details

    Description

      Create a hard limit of a maximum number of buckets per cluster depending on the number of CPU cores that are available to the data nodes.  We require 0.4 cpu cores per bucket, do not allow a user to go above this tested limit.
