Scale the allowed collections based on bucket size

The cluster must scale the number of allowed collections based on the bucket quota set.  Allow 1 collection for every 1MB added to a bucket quota.   So in a minimally configured 100MB bucket, at most 100 collections are allowed to be created.  To reach a supported 1,000 collections, the bucket must be configured to a minimum of 1GB.

There may improvements done to reduce the overall metadata and then this may possibly be no longer needed.
