Prevent index growth causing index service RR% issue

    Description

      Index growth over time will use more and more resources, causing the index service to drop the resident ratio.   We need to prevent GSI indexes getting below 10% to resident ratio prevent issues in the cluster. 

      The cluster must prevent index resident ratios from dropping to a resident ratio that is too low.
