Limit number of indexes using max index overheads per node

Adding indexes uses resources, the main resource contention is memory.  Each index allocates memory buffers such as a flush buffer, a fixed cost per index.  Create a limit on the number of indexes that can be deployed based on the size of the index quota.  This includes replicas and partitioned indexes, not individual different indexes .  Do not allow a user to go above this limit.
