Update error map and communicate any caveats to SDK

This issue to to track the work to update the error map (and attributes) and communicate any special caveats to the SDK team (e.g., sometimes there are special rules applied for some errors). This is a dependency for the SDK team to review and then implement support for any new error codes that result under CBD-5517.
