Indexer setting for file transfer based rebalance

    Description

      The file transfer based rebalance feature needs following indexer setting. The semantics of this setting would be as follows:

      a. The setting will not be visible on UI until the entire cluster is upgraded to 7.6+

      b. For on-prem deployments, the indexer side equivalent would be "indexer.settings.enableShardAffinity" - The default value of this setting would be false

      c. For provisioned deployments, the indexer side equivalent would be "indexer.settings.provisioned.enableShardAffinity" - The default value would be "true" by default. This is because for provisioned clusters, we enable file transfer based rebalance by default

      1. For serverless deployments, also use a default value of "true".
