UI setting for file transfer based rebalance

    Description

      The file transfer based rebalance feature needs a setting on UI. The semantics of this setting would be as follows:

      a. The setting will not be visible on UI until the entire cluster is upgraded to 7.6+

      b. For on-prem deployments, the indexer side equivalent would be "indexer.settings.enableShardAffinity" - The default value of this setting would be false

      c. Once this setting is enabled, it can not be disabled from UI
